Relative links broken in help section markdown when using RAILS_RELATIVE_URL_ROOT

The links inside the help section break when using RAILS_RELATIVE_URL_ROOT. They ignore the setting and use the absolute URL from the markdown file directly.

This can be seen for instance in the broken images here:

https://HOSTNAME/gitlab/help/markdown/markdown#images
