Add labels search

Please add an ability to search labels on the Labels page.
For example, on the GitLab-CE Labels page there are 4 pages of labels.
It takes much time to find needed labels to subscribe to them.

@blackst0ne - Looking through issues, I think https://gitlab.com/gitlab-org/gitlab-ce/issues/27031 has the 'UX' worked out. I'm going to close this issue, and add the right labels to that issue. Thanks!
