"Default projects limit" in admin/application_settings not working

I set "Default projects limit" in admin/application_settings to 100, but system still say "You can create up to 10 projects."

Version: gitlab-ce/wheezy uptodate 8.6.1-ce.0

Installed 8.6.0 this morning and updated to 8.6.1 this afternoon, neither version worked. Seems to be the same issue as #1129 (closed)
At least it's the same behavior.
