If todo's are highlighted they should be a click target

On https://gitlab.com/dashboard/todos when I hover over an issue it is highlighted but I can't click it. This is confusing.

I'm not sure if we should remove the highlight or make it clickable.

If we make it clickable I think we should not make 'merge request !3366 (closed)' an underlined item since it points to the same thing already.

I think it should be a link. Bigger target, easier to click.

I'm sure @iamphill can do this in a second ;-)

After talking with @dzaporozhets:
The hover style was removed in another MR. Let's leave the hover color off and make the whole row clickable as planned.
