Guest "New Snippet" gets 404

If a guest of a project clicks the "New Snippet" button they get a 404. This occurs on v8.6.

According to the GitLab permissions a guest does not have permission to create code snippets in which case the "New Snippet" button should either not be displayed or greyed-out / non-functional.
