Todo API endpoint

I'm not sure if it's planed to add various custom todos to Gitlab, but for sure it would be handy to query ones todos via the API to implement some kind of desktop App which notifies me about my open and new issues.

If that feature request sounds reasonable I'm happy to elaborate further on it.
