"Add user(s) to the group" shows only user currently in the group

The autocomplete on the select box locate in the Admin - Edit group page for Add user(s) to the group, only show users currently in the group. It should display all users.

The problem is related to a missing param (scope all) on the select box.

I'm experiencing the same problem. Is there any workaround or quick fix?

As I can see the root cause is rectified and it is a real bug. When can we expect a upgrade ...?
