Tests failing in clean vagrant session: Admin Users :: Edit user and change username to non ascii char :: And Click save

I followed the instructions here: https://gitlab.com/gitlab-org/cookbook-gitlab/blob/master/doc/development.md. All tests are passing except for this one: http://pastebin.com/N4WRvN9H Wasn't sure if I should post this issue here, or at the cookbook-gitlab repo.

Any ideas?
