On click of changes tab should scroll as far down as possible so loading gif shows.

When on mobile and clicking the change tab on merge requests and a screenshot is available, it's hard to tell what's happening. If it were to scroll down to the loading icon then it would be clear that we still need to load changes. But because the image gets resize the screen winds up scrolling up instead of down.
