Do not update/delete: Notification broadcast message test data

There is no support to filter issues that have no milestones

We upgraded our in-house instance from gitlab 7.7.x to 7.10 and we discovered that the latest version has no way to filter issues that have not been assigned to a milestone. This is a crucial feature and it is more like a regression bug for me.

If this functionality has been moved to another place in the UI and I am not seeing it, please excuse me and show me where it is :)

It's still missing in v7.11.0.rc2 (a7a5de7f). I wonder why this handy backlog-filter is removed
