failed to create repository with same name I previously dropped

after failed to remove sensitive data following steps as GitHub help page described, I tried to drop the repo then create a new one with same name, but GitLab.com warn me that "Failed to create repository", is't something about cache or it's impossible to recreate repo with same name even that repo I have dropped?

seems something to do with server cache, I'm able to create repo with same name I previously dropped now.

I'm going to close this as a duplicate of #15039 (closed), which has had a lot more discussion.
