Regression 7.11 - Button New Merge Request

Hi,

Hide the "New Merge Request" button if the merge are not allowed in the project preferences. Otherwise you get a 404 page :)

Same thing happens with the "New Issue" button. We currently check the write_issue and write_merge_request abilities, but we should also check if the features are enabled.

Alternatively, we can modify the write_issue and write_merge_request abilities so that they are not "given out" when the respective features are disabled.
