Issue filter with text plus dropdowns broken again
In 8.7 the compound of a text filter plus a dropdown (like author) is broken again. I recall this being broken in RC or early version of 8.6, I think. I am not sure if it was fixed though and can't find the issue now. If it was previously fixed, what can we do to ensure it doesn't continue happening?
Steps to reproduce:
- Choose an author in the issue list.
- After that filter populates, type some text in the filter box.
- Observe that the author is cleared out.
Inverse:
- Enter some filter text
- After that filter populates, choose an author.
- Observe that although the text filter box remains filled, the results don't actually show results only for that filter + the author.

@jschatz1 To resolve this issue, I think we should just unify the filter and text search forms.
@dblessing I guess it is broken but its not a regression as we never made this connection yet. Although I agree it must be fixed.

@elvongray @jschatz1 may I also suggest adding Open/Closed/All to that? When searching for existing issues to make sure mine isn't a duplicate, this is what I do:
- Type in "search term" in the Filter field.
- Notice that "search term" brings up no issues
- I switch to "Closed"/"All" so I can see if it was already fixed, or was ignored as a "wontfix".
- The Filter field is now empty and I have to type my search in again.
This happens pretty frequently, and it's really annoying.
