Design problem on top bar

I just updated my master branch and i can see a regression. Check screenshot:

@felipe_artur I'm not able to recreate this on the latest version of master on Chrome/Firefox/Safari/Opera on either fluid or fixed layout. What were the exact steps you took to see this?

@felipe_artur I was able to reproduce this. I was able to fix by rebasing against master. Also @zj saw this too.

@jschatz1 Is this related to the public/assets folder? Because that folder shows up after running rake assets:precompile which is often recommended to make spinach tests run (at all) on slack.

So is this still a problem or no?

@connorshea Yeppers. I think it runs when you run tests locally which include a command to precompile.
