Gitlab does not show Issue Label change if Label is updated via API

In the screenshot, "bug-critical" was changed from the UI. It shows up in issue activities. However, "customer-feedback" was changed using the API, but it does not show up in activities.

Tested on gitlab.com 8.17.2, cannot reproduce issue.

In screenshot label1 was added with API, label2 was added with UI, then both removed with API
