Fix UI of the webhook form

Secret token field is not in style with rest of the form

I've fixed this locally but could only replicate it in EE. Should I add to CHANGELOG-EE instead of CHANGELOG? If it's CHANGELOG-EE, can I reference with #17525 or should I use gitlab-org/gitlab-ce#17525?

@LukeeeeBennett if the secret token field exists on CE and the issue does not exist on CE and only on EE than we may have a merge between ce and ee that went bad. cc @vsizov

Otherwise if it is an ee only field than we def need to fix it there.

Yes, it could be related to the CE->EE because I'm resolving about 200 conflicts every month and some of those conflicts are pretty complex. So It's very likely that I made a mistake. But keep in mind that SCSS files are a bit different in CE and EE sides so it's also possible that git resolved conflicts automatically but UI got broken.
By the way, these views look different in CE and EE and making them look similarly is on my TODO list.
