Developers cannot "Edit" files in the browser

This seems to affect new repositories only.

I have created a new project and invited members. They are all set up as developers. But when they view the files in GitLab the "Edit" button is greyed out.

In previous projects that have been around for about a year, where they also have "Developer" access, the "Edit" button is not greyed out and they can edit the files in the browser.

If this could be confirmed as an issue and addressed it would be much appreciated.

Make sure the branch is not "protected"

That was exactly the issue. I just learnt something new about GitLab there.

Another answer to your question is that the UI should offer possibility to fork & MR on edit, see https://github.com/gitlabhq/gitlabhq/pull/8086 (that PR needs love if someone tempted).
