Mirror from upstream not updating

Summary

The mirror feature in EE and on gitlab.com seems to hang since a few days ago. Example repos:

• caddy/caddy
• yourls/yourls
• piwik/piwik

Error: The repository failed to update about 10 hours ago. Last successful update 3 days ago.

It seems to be a GitLab.com only problem. I created the attached operations issue.
