Adding a `Note` to MR or Issue as a System Note

Some companies have their own internal tooling and if they manage their workflows. Making them post comments to Issues, MRs and so on as a system message can be good. it may require a sudoer, or just a new bot user type or something.

Using simple comments is good enough too, but cross-referencing issues or MRs between other internal tools can be great and look beautiful too.

example:

• Post on our slack a URL for an issue in our gitlab instance
• A note about reference in slack is posted in the issue

Oh, I forgot to answer. sorry! With the current GitLab style it doesn't really matter, but even in this issue's notes, you can see that there are "notifications" here:

This could help building bots like eslint-bot or any code style bot that replies codestyle is :+1: or codestyle is :-1: and keeping it minimalistic.

another option could be like GitHub's Pull Request Services or something:

It could be just a simple "checklist" for every Merge Request, with an API to update each item for each Merge Request:
