Enhancements for notification level dropdown

The new notification dropdown looks awesome! But, I have a few recommendations (and I think there is a bug).

1. When picking a level, the check mark always stays at Global unless the page is refreshed (tested on latest Firefox/Chromium)
2. I think there is no need to display the flash message
