Search of more than one word should not require them to be next to each other

When searching for issues, if I enter two words, it looks for an exact match of that phrase, in that order. e.g. searching for "container registry" shows lots of hits, but looking for "registry container" shows zero hits.

I expect the search to find issues that contain both words, in any order.
