Don't show untriggered manual jobs with `skipped` status/icon

Description

Viewing pipeline status for a project with manual actions is really confusing when the un-triggered manual jobs show up with skipped icons.

Proposal

Not sure. Options:

1. Don't show un-triggered manual jobs at all
2. Use a better icon
3. Put the manual action play button right on the un-triggered manual job rather than an icon (similar to https://gitlab.com/gitlab-org/gitlab-ce/issues/18141)

We also use skipped for jobs that only trigger on failure or success, when the previous stage didn't fail or succeed. But this is not used for manually canceled jobs, we use canceled for that.

From https://gitlab.slack.com/archives/ci/p1470328491001343, maybe we should hide skipped jobs from the build list completely, but include them in the pipeline graph because the pipeline graph visualizes what will/can happen.

Eventually, maybe we need a directed graph / flow chart for the pipeline graph to show non-linear flows.

Additionally, stages shouldn't show as completed on the pipeline page when the jobs have been skipped (well not actually run yet as they are manual).

We now have the Manual stage for this.
