Create an issue from the issue search page
Before creating an issue against a project, it's good practice to search for duplicates:
In this case, there are no duplicates, so I want to create an issue. The page has a project_id so I think it's reasonable to add a button or link here to do so directly.
At the moment, I have to go hunting for a New Issue button - usually by hitting "Back" in the browser.

closely related to https://gitlab.com/gitlab-org/gitlab-ce/issues/22071 which handles existing issue topic searches while inputting the issue title of a new issue.
as for this issue.. this is sort of already there for the issue page/list itself:
To have such an element be part of the more general search is imo .. in the current form of the search UI a bit less appropriate.
This comes down to if your navigation pattern for finding issues and afterwards creating new issues is commonly done/used. Which sort of makes this related to https://gitlab.com/gitlab-org/gitlab-ce/issues/23603 imo ;) That issue tries to bring back the plus button in the top navigation and to let it also include an option to create an issue from every screen including the search view. Could that potentially solve your workflow @nick.thomas ?

We probably want to do #22071 (moved) first since that would cover more of the use cases. But even that's pretty far away before we will prioritize that.

I think this can be solved with a better empty state (see https://gitlab.com/gitlab-org/gitlab-ce/issues/25043) that provides a New issue button if we know the project being searched.
