Getting started - Project - Better empty state for Issue view

This issue is similar to #20840 (closed)

Issues are the most essential components of GitLab. We need to explain why to new users. Currently the blank state for Issues is not empty, but could be improved:

• the tagline does not bring value to the user (Code, test and deploy together)
• the presence of a warning icon is not reassuring.

The idea would be to have the same layout as the one defined on #20840 (closed).
