Other setting views do not divide up into 2 columns and stay 1 column forever, the following mediaquerie change should suffice for those:

Thanks @dimitrieh! @tauriedavis - I'm going to add the settings label to this as it is an improvement we should make as we are working through Settings, but can come after all the work in 9.0.

@dimitrieh I'm having a bit of trouble understanding your proposal
For some background:
We have a variable to limit the container when we want to limit the line length.
$limited-layout-width: 990px;It is currently used on issues and merge requests:
I believe it just needs to be applied to areas in these sub issues. So in this instance, the settings pages would be changed to use the new limited width.
