Label selector chooses last item rather than selected item

Summary

When selecting a label on the Issue#show page, the last item is selected rather than the first in the list, when pressing Return

Steps to Reproduce

• Open a new issue, with no labels
• Navigate to your new issue
• Edit the Labels
• Type a term that will result in a number of results
• Hit return to select the label

Expected Results

• The first and highlighted label would be selected

Actual Results

• The final label is selected

@lbennett I think you're working in something related right?

@rdavila It's probable but its all a bit of a mess, I have !4781 (merged) which now fixes a bunch of different problems including this but these problems have also since been fixed in other MRs because my MR is waiting on finished specs before anyone will merge. I think @iamphill fixed this most recently.
