"Submit as spam" button optional

Please make it possible to hide the "submit as spam" button on issue view.

The Submit as spam button only shows if you have Akismet enabled and you are an admin. Making it optional and adding an extra field to the Application Settings for a button that most users will never see, seems a bit of an overkill for me. It will only complicate the code on a view, which already is pretty complex.

I am an admin but askimet is not enabled ;)
