Search for arbitrary strings within projects broken

When trying to search for any string while in a project view, I'm able to type my search query in, but hitting "Enter" does nothing.

Other users in our company report that they aren't getting the search suggestion popup while searching globally. Is this a caching issue or is something borked?

I've tried running gitlab-rake cache:clear but beyond that, I'm not sure what I can do. It sounds like stale cache entries in Redis but I've not been able to verify.
