Award Emoji

1. Comment with one emoji character do not trigger a notification and are not shown in the list of comments
2. We show all of these comments on a line (or lines if there are many) in the issue or MR
3. This line replaces the voting bar (downvotes where a bad idea anyway)
4. The line will also display the total number of emoji given
5. If you hover over the item on a line you see who gave it a what time
6. There is an 'Award Emoji' button to quickly select one from couple of standard ones (+1, beer, flash, dancers, etc.)

Advantages:

1. We can use issues for feature requests since they are less noisy!
2. Less emails because +1 doesn't trigger one
3. Easier to read popular issues and MR's since comments are hidden

There are several emoji pickers and all are not mature yet. This one http://wedgies.github.io/jquery-emoji-picker/demo.html is the best I found but it needs to be improved.

just had a call with @dzaporozhets. We decided to develop our own simple emoji picker. In database we will store the name of emoji instead of unicode character like I implemented it. It will allow us to be compatible with votes created by comment and by emoji picker.

everything is done. Keep in mind that you can add award by clicking to the emoji picker or posting a regular comment with emoji like "" and any other. You can post not only emoji that listed in the emoji picker.
