user.skip_confirmation! work in create role by admin but don't work in update role by admin

apply this commit https://gitlab.com/mardyu/gitlab-ce/commit/29ddd7408b7096ed47e473ce7888211e5f7631ca i can add new role without confirm, but when update exist role which is not confirm yet can not confirm the role?

BTW, why do you need to comment that line out? You can simply add the parameter confirm=false in the POST API call.

There currently isn't anyway to confirm a user via the API. Feel free to submit a MR to do this.
