Link to project labels page from issue sidebar if there are no labels
Description
Current behaviour: if project has no labels we completely hide the labels section from the issue / MR sidebar.
This is confusing, because it creates an impression that labels are "disabled" and there is no clear way to "enable" them.
Proposal
Link to /:namespace/:project/labels in the labels section of issue / MR sidebar if there are no labels.
