Lost the ability to assign a merge request during creation
Summary: In prior versions of Gitlab, when creating a merge request, you could assign a user to the merge request. In 6.8.1, this is no longer an option.
Steps to reproduce: Choose a project that you have access to creating a merge request. Select the "New Merge Request" button. There is not a field to choose the user to assign the merge request.
Expected behavior: There used to be a drop down that allowed the user to select a user to assign the merge request.
