'Signed in successfully' message

“signed in successfully": totally redundant; the fact that I don't see a "login failed" message proves that I have logged in, plus the fact that I can see something after the login page proves that I have logged in to gitlab. No need to show a notification to do so. If however we need a notification, it should not be such a huge one, probably like the notification which macOS shows, small rounded rectangle at the right corner would be great. Anything that occupies more than 50px x 50x is way too large for any type of notification
When a user logs in they are redirected to their projects and their account avatar appears in the header. This is a clear change of state and a strong indication that their login has been successful.
The login is a required step in a user’s workflow. The prominence of the login message could possibly distract users who are newer to GitLab’s interface, subsequently breaking their workflow, which isn’t an ideal experience.
Changing the message or removing it completely could be easily tested with users.

banner as it is not needed. The fact that your avatar is shown in the upper right is clear enough that you are signed in.
