Mobile View: "New Issue" Button not visible

1. Summary: On mobile view the new issue button is behind the issues
2. Steps to reproduce: open https://gitlab.com/gitlab-org/gitlab-ce/issues on firefox for android on a smartphone
3. Expected behavior: the issue button should be clearly visible above (/ below) the issues
4. Observed behavior it isn't
