Make colors in runner status more colorblind friendly

Description

Right now, the runner status interface is very difficult for me to discern the color of the dot next to the runner (screenshot below). Because of that, I am also unclear on what the colors should be for a runner that is on/off. Because I have seen an offline runner, I know it is supposed to be gray (I hope ), but it might be nice to choose a more green version of green. For instance the green color in the informational text at the top is very green to me. I imagine it is impossible to please everyone, especially since every colorblindness can be different or nuanced. I myself have a lack of green cones and thus green is particularly hard for me, but I know people who just don't see red/green well at all.

The dots here are a very dark green (I think) and appear red to me:

Use a lighter color green as pictured below.

The "active" button here is very green and would work well.

Seems like a reasonable thing to fix for our current UI for sure. We could also do the Slack-style online/offline bullets where the bullet is solid if the person is there (in this case an active runner) and just an outline (in this case an offline runner) in addition to the colors.

I looked through tickets but didn't see anything (though admittedly I didn't check every project) -- have we considered an accessibility mode/style at all?

Oh the solid/outline idea is actually really good. It is something I never considered that would likely work for most (all?) types of colorblindness.

I like @afolson suggestion of having an additional indicator along with making sure our chosen colors are good. This is helpful as there are different types of colorblindness. @dimitrieh: ideas here?

@afolson: I'd like to avoid a special accessibility mode if possible. I think we should just make sure none of our indicators are purely based on color. A mode adds complication to the design space, and is easy to forget about with new features.

@awhildy @ahanselka this issue should automatically be fixed by https://gitlab.com/gitlab-org/gitlab-ce/issues/24141 also there is a design in that issue (not finished completely) that makes the status not entirely dependant on color alone, improving the situation for everyone, including any color blindness.
