Assign merge review to random team member

Description

In our team we'd like to ensure an even distribution of merge requests across the team to balance out our workload and ensure knowledge is shared. Currently developers manually select who on the team will review their code and often we fall into habits of going to the same couple of people each time, meaning that certain parts of the codebase are only really known by certain people.

Proposal

Add functionality to GItlab merge requests to allow someone to assign a request to a randomly selected member of a given team.

@keirlawson Are you already aware of the Approvals Feature in the Enterprise Edition where you can specify a group of user that can approve a Merge Request?

Yep, however we'd like to operate on a "push" rather than "pull" basis with merge requests, ie someone is assigned a request rather than us waiting for someone within the team to assign it to themselves.
