Make it possible to execute manual action from details page

Description

It is possible to visit a build details page for manual action.

This view is a little confusing.

Proposal

Do not show a field where build log is meant to appear. Show a play button instead.

What do you think about it @dimitrieh @markpundsack?

@grzesiek yes! this should be very much possible! I'll be working on https://gitlab.com/gitlab-org/gitlab-ce/issues/24339 today and will be taking this into account!
