Improve enabling CI

Enabling CI service without visiting CI dashboard and clicking "add project" does not work. Basically I visited services page, checked GitLab CI service but it did not work. Only few minutes later I realised I need to add project on CI dashboard instead. It was ok when CI was a separate application but now its confusing since we have 2 ways of enabling serve and only one works correctly.

There should be a clear single way to enable CI for project
