Look into updating to Rails 4.2.4?

Question from the Debian packaging team:

Can we update rails to 4.2.4 and make dependency as ~> 4.2.4 (allowing newer patch releases in debian)?

@dzaporozhets @DouweM @rspeicher Can we look into what is needed for this to happen?

I think we need update to Rails 4.2 anyway. It is question about when we want to do it. Maybe 8.2 or later.

Pirate Praveen, is 8.2 acceptable? is 8.3?

@sytses it should be fine. For now I'm moving forward loosening the dependency, will remove the patch once 8.2 is released.

4.2 also adds support for postgres citext which could help us in the issue linked above this comment :)

That would also help FreeBSD packaging a lot.

Doubt that this will still happen for 8.2.

I will close minor rails update to 4.2.5 because it looks like a reorder is not working there in some cases when using mysql, in our case it's https://gitlab.com/gitlab-org/gitlab-ce/blob/master/app/models/project.rb#L286. I would spend more time on investigating this but there is no any rush and we can wait for next versions. /cc @dzaporozhets
