Upgrader cannot be resumed after an early failure
I've just tried to use GitLab Upgrader for the 1st time, but it failed quite early cause I forgot to specify the https_proxy env variable.
The problem is that when I try to re-execute the upgrader it exits immediately complaining

I guess the previous upgrader run successfully updated the latest gitlab contents, BUT it didn't actually run the various migration tasks.
