Update information link about builds in project settings

In project settings there is a question mark link next to "Only allow merge requests to be merged if the build succeeds"

When I click the link I am redirected to this page:

We should update the link to point directly to https://gitlab.com/help/user/project/merge_requests/merge_when_pipeline_succeeds.md
