pin and comment on images in issue tracker
Description
gitlab issue tracker is often used to talk about screenshots for ux, or design purposes. It is often confusing to track comments regarding certain parts of image.
Proposal
implement feature that enables commenting on the image itself, similar to how https://redpen.io/ does it. So every pin would represent a comment inside issue.
