Changes in devise.rb not affect in web sign up form

I made changes to the devise.rb, but they do not apply. config.password_length = 4..128 But web form of registration new user is still want 8 characters.

GitLab 8.0.0 GitLab Shell 2.6.5 GitLab API v3 Ruby 2.1.6p336 Rails 4.1.12

Have your tried running gitlab-ctl reconfigure after the change?

Yes.Yesterday i upgraded from 8.0.0 to 8.0.2, but i am not testing my issue yet)
