Use strikethrough formatting for closed issue links

Description

We use Markdown to document the what and why of requirements for our project, which usually have one or more issues tied to them. It would be nice to look at our requirements document and see quickly which issues have been addressed and which remain. This can be accomplished by using strikethrough formatting for issues which have been closed.

Proposal

Use this format for issues that ARE NOT closed:

#1234 (closed)

Use this format for issues that ARE closed:

#1234 (closed)
