consider updating rdoc to 4.1

debian already has 4.1 and it will help in packaging

rdoc is part of the Ruby core, right? Do we explicitly need it in Gemfile? I came to know that giving it in Gemfile will make it automatically required.

@pravi what version does Debian have now?

4.2. Can this be ~> 4.2?

sdoc was blocking the upgrade. https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/7260 removes it, and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/7261 updates the requirement for rdoc to ~> 4.2.0. If you can get them to verify semantic versioning we can make it ~> 4.2.
