Import GitHub Pull Requests into GitLab
When importing a GH project, I want the Pull Requests to also be imported into GitLab as Merge Requests.

In the same way, this should also import merge requests for imports from GitLab.com.

@dblessing I suppose that should be a different issue, as it is a separate importer / api.

Can it be possible to do this for existing projects that have already been imported, without THIS feature having been implemented yet? It would be useful to get back some old Pull Requests to show some more detailed history...

@voarsh I think that would be a lot of work, avoiding edge cases where branches / commits were no longer available, for a relatively low / uncommon usage. If you could contribute it after we've build this, I think we could accept it, though.
