Notification level should be decoupled from membership

As a user I should be able to change the notification level of a project, even though I'm only a member of the group and not the project itself.

Currently, you do not see the project notification level unless you are a member of the project.

Tentatively set for 8.3, but @dzaporozhets mentioned this is a very big thing.
