Spinner Icon on loading progress vertically misaligned

Since the CE 8.0 release to current one the spinner icon is vertically not aligned. Also applies to gitlab.com

this is still not fixed in GitLab CE 8.2.0 and on GitLab.com. This one is a bit annoying cause GitLab nowadays looks so nice but then there is this misaligned spinner.

Yes, this was a concern I had in the original MR, and was further discussed in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/2317.

Ultimately we decided that, if a custom logo is used, the loading bar was "enough", but not ideal. I'd love to hear some other suggestions, though.
