"Toggle discussion" links are broken
We saw this on dev and reported it in Slack a week ago but it looks like this slipped through the cracks.
As an example, go to https://dev.gitlab.org/gitlab/gitlabhq/merge_requests/2068 and click any "Toggle discussion" link. The discussion is toggled but the page is scrolled to the top.
@jschatz1 This is critical to fix for 9.0. @lbennett mentioned on Slack that he was working on a fix but I'm not sure it ever happened.
