Add issue status (open/closed) and tags to issue tooltips

Description

The issue tooltips are great! Can we make them even better? I'd like to see them be even better and more descriptive so that I don't need to jump around as much and can get the info I need about issue reference tooltips.

Proposal

What I'd like to see in the tooltips is:

1 - Is this ticket open or closed? 2 - What tags are associated with this ticket 3 - maybe last update timestamp

For simplicity's sake, I think we could ASSUME all tickets are open, and only add a CLOSED tag - prepending the tooltip to address #1 (closed)

For #2 (closed), I'd be happy to just see the tags at the end of the tooltop

For #3 (closed)... a last updated timestamp would be very useful for me to see at a glance if an issue has been recently updated or updated since I made a reference to it.

@ross.campbell Thanks for the feedback and the proposal. Adding this information to tooltips in their current form could make them very lengthy.

There was an issue raised about Rich Content Tooltips (https://gitlab.com/gitlab-org/gitlab-ce/issues/21990), that was closed due to performance issues. Maybe we could find a middle ground that's fast and informative?
